You can tell by the behaviors that accompany that particular behavior. For example, if the dog crouches down after being attacked by another dog, and the dog crouching does not then attack, you can deduct that it is a submissive behavior. Especially if it results in the aggressive dog backing off.
Basically you can tell by studying the behaviors in context.

People get to their their own dogs. Just like parents get to know their individual children. I have a Havenese, who is around 6 years old. If I say, I am going to MY bathroom, it runs down the hall and into MY bathroom. If I say I am going to the big bathroom, he runs down and goes straight into the main bathroom.
Going for a shower, into the main bathroom. Into the office, into the office. Do you have enough water, goes straight for his water bowl. Is .....coming today.
Goes straight to the window and sits on the back of the coach until.....turns up. I don't know whether they get to know the tones, or the actual words, but one way or another they do completely understand. When my husband fell out the back, he was barking at the back door, telling me that something was wrong. When there was a bear in our block, he kept me away from both doors, for nearly an hour. I wanted to put the garbage out, no he wouldn't let me/ I was going to get the mail from the front. No, he wouldn't allow me to get to the mail at the front door. Ten minutes later a bear ran through our yard, crashing down our fence. I would suggest that it is according to the dog and its owner. Many dogs are aggressive, because they have aggressive owners, others are submissive because they are not treated with love and care. Like a child, each dog is different and acts according to his environment. Did I happen to mention I LOVE all animals, they are such a blessing to this world. I had a rough day today, but when I walked in that door his greetings made me feel so much better.
